"In many [United States] locations, civil service regulations or union agreements severely limit police agencies’ flexibility to promote the most qualified officers with the skills and aptitudes to be strong 21st century leaders. Some departments rely entirely on a written test to choose new sergeants, and the tests often measure little more than short-term memorization skills. In some cities, eligible officers have to wait years before they can even apply to be a sergeant, because the testing process is conducted infrequently. And when new sergeants are finally chosen, there is no uniform system for training them."
